On Saturday, February 17, 2018 at 1:00 p.m., the Mississippi Quarter Horse Association is hosting a FREE seminar on “How the ELD (Electronic Logging Device) Mandates affect your equine travels – What you need to know.” The seminar will be held in the Trade Mart, State Fairgrounds, during the Dixie National Quarter Horse Show in Jackson, Mississippi.
Speakers will be Capt. Scott Carnegie, MS Highway Patrol, Director of Motor Carrier, and Mark Berry, MS Highway Patrol Carrier Division, Compliance Investigator/Inspector.
The Electronic Logging Device mandate went into effect on December 18, 2017. In order to clarify how this mandate affects the livestock industry, including the transportation of horses, the American Horse Council (AHC) has released two brochures showing what the mandate requires, how it affects horse haulers, and exemptions from the ELD requirement for the horse industry. The second brochure is on Commercial Drivers Licenses.
Transportation laws can vary from state to state. As such, the AHC recommends contacting field organizations that deliver program services to the Federal Motor Carrier Safety Administration’s (FMCSA). In December 2017, AQHA posted that livestock haulers were granted an additional 90 days by the Department of Transportation to comply with the mandate. While there are some exemptions from the ELD mandate for farm and agricultural hauling, many of the rigs used for hauling horses and the activities horse owners participate in may be considered as falling outside of the exemptions.
